It is definitely worth considering adding new events/mechanics (either system should do and both would definitely be a big deal) which include more attitude modifiers between clan leaders.

We have already such system with the marriages (primary and non primary) as well as ninjas (for the negative aspect). These currently work on attitude (in the first case) and honor+attitude (in the second case).

We have no alliance system, just a hostage exchange but we may use what we have now, by adding extra event/mechanics to consider that when 2 clans have high attitude towards each other, going to war with one will SERIOUSLY hamper the relations with the other (who might jump immediately to war against you).

Do mind the case of small clans bugged by majors, in this case the player has one extra weapon at disposal to involve some other clan to his "defense".

This effectively helps against the inability to further start plots against a clan you are already at war with. I think the attitude change should be incremental in time (event every X month) after the initial hit (mechanics) at the state of DoW.
 
I really like that idea, but I'm concerned with how it would play out among the blobs surrounded by little one-kori fiefdoms at game start. Might just Finlandize a lot, with minors sucking up everywhere to majors. There would have to be some reasonable break applied to the process.
