I tried to reset my attributes at the at the Black Hound and it let me do this and looked like the changes took affect until when i completed the level up the stats went back to original. This is on the main character only followers seem to work.

I got the same bug, but on Xbox One. I played as a Paladin on the recently released Xbox One version of Pillars of Eternity and realised I didn't have enough Resolve (16 Resolve). So I went to a tavern and spoke to the innkeeper to Retrain my character. Upon reallocating my Attribute points and completing the overall Retraining process (reallocating my Resolve to 19), my Paladin's Attributes remain unchanged (Resolve still 16, and all other Attributes failed to change, too).

I cannot seem to Retrain my Attributes no matter what I try. I've linked to a video clip of me showing the bug. You can see me lower all the Attributes to their minimum possible value, then when I confirm and exit, my Attributes are still their old values. Skills and Talents reset with no problems, and do not appear to be affected by this bug.

Steps to reproduce the bug in my experience:
1) Play as a Level 5 Paladin (maybe any character of any level, but this is to reproduce my experience).
2) Go to any tavern that offers Retrain.
3) Pay to Retrain your character.
4) Reallocate the Attribute points however you want, making note of what the old and new values are.
5) Confirm and exit. You can completely retrain the Paladin to Level 5 if you want, but it makes no difference as the focus at current are the Attribute points.
6) Upon exiting, inspect the character's Attributes, they will still be the old values.
