In V:R, experimenting with events that change the attrition_mod value, I have found that even large changes (e.g. from 1.00 to 0.00 - confirmed in the savegame) have no effect on the attrition that units actually experience. Is this variable working? If not, then inventions that use it, such as Combat Medicine appear to be broken.
