It was agreed that a new game be started on Tuesday nights between 7-11pm Melbourne time
Players who are in Australia ,New Zealand or Asia area and good interent conenctions.
We will be using Standard HOI 2 with the 1.2 patch. The version should read UPHQ as we have changed the manpower replacement rate http://forum.paradoxplaza.com/forum...ad.php?t=200112.
Please make sure you do this so that there are no version differences when game time comes.

There may only be 1 Axis or Allied optianal country and if conquered you may swap to another mid game.
Rules have been very much reduced. However some are neccessary for game balance. Please read and add any thoughts when you post what country you like to play. Nothing is set in concrete and can be changed with discussion.
1/HOUSE RULES Known bugs/exploits:
a)You may not serial build Province upgrades, rockets,aa, IC etc as version 1.2 has not fixed this bug.
b)No use of 'ghost' units for capturing enemy provinces etc.
c)No phoney wars (i.e. DOWing but not attacking).
d)A possible exploit allows the Russsians to avoid Ground Defense Efficency(GDE) modifiers by DOW'ing a minor and forcing another power either Allies or Axis to DOW on them if they have guaranteed them. This then voids the GDE modifiers and the Russians could than attack Germany in 1936 with no GDE penalties. The Russians could then settle for peace with Allies and be at full GDE even if they DOW the Axis. To prevent this Russia may not DOW Finland(other than thru winter war event), Romania, Hungary or Poland and may also not interfere with the Chinas until the Allies are in the war. They may DOW on any other country but if AI Allied country DOW them they may not Sue for peace and must stay at war with the Allies.
2/PUPPETTING AND LIBERATING:
a)The Allies may not liberate any country till at war with the Axis
b)The Axis may not liberate any country till at war with the Allies(Japan may liberate Chinas)
d) Germany may not liberate Poland and France may not liberate countries till 1941. This is to stop ceratin events from firing which affect game balance.
3/ALLIANCES:
a)Allies and Axis can only join alliances with human controlled countries in their group ie Allies listed countries must join Allies.
b)Any human controlled minor country may join an alliance at anytime.
Exception: A human controlled Finalnd may not join Axis alliance till after the Finnish war. Russia may not go total conquest.
c)USSR cannot join allies and vica versa.
4/POLITICAL ACTIONS:
a)You may not influence or puppet a nation controlled by a human player without their agreement.
b)The UK may not DOW Japan (this leads to the USA being able to join.)
c)War in europe can start anytime
d)Japan may enter Axis alliance at anytime but must DOW on the USA also.
e)Anyone is free to bring a country to their alliance at any time.
f)No Allied ground forces in Russia apart from aircraft. Military access may be granted for rebasing of ships though.
5/TRADE AGREEMENTS:
a)No player may make any trades till the game is paused on the 7th January 1936. They may accept any deal offered by AI countries in this time. This is to allow traditional trades to be offered by minors ie Swedish ore to Germay etc
b)No economic warfare....UK,USSR and USA may not trade for rares in the first month of the game.
c)Any trade deals can be made or cancelled even those set at start of game.
6/NUCLEAR WEAPONS:
a)Can be researched and made at anytime!!!
7/SPECIAL RULES AND SPECIFIC COUNTRY RULES NOT ALREADY LISTED
a)To prevent mass evacution of French troops from France prior to Vichy event there is a limit of 6 divisions of French divisions which may be in Allied territory other than French.
8)DISPUTE RESOLUTION: APART FROM THE ABOVE HOUSE RULES A LOT OF THINGS CAN HAPPEN IN A GAME WHICH MAY UPSET SOME PLAYERS. IF YOU FEEL SOMEONE IS BEING GAMEY OR YOU ARE AFFLICTED BY A BUG PLEASE BRING IT TO THE ATTENTION OF THE GROUP FOR DISCUSSION. LOST TECHS CAN BE EDITED BY THE HOST AND SOME EVENTS WHICH MAY FAIL TO FIRE. NOT EVERYTHING CAN BE RESOLVED SO PLEASE REMAIN CALM AND REMEMBER ITS ONLY A GAME AND WE TRY AND PLAY FOR FUN. CURRENTLY A PROPOSAL IS UNDER CONSIDERATION TO SET UP AND AUSSIE WAR COUNCIL TO RESOLVE SUCH ISSUES.
I can add any rule suggested by the group and modify any rule listed here. Please feel free to add comments so we may all discuss.
