Austria/Persia Diplomacy

I'm playing Austria in the GC. Why can't I establish diplomatic relationships with Persia at the start? I can see a province belonging to Persia but I can't select it in diplomacy mode. I can select Astrakhan which is far away. Do you have to see the capital of the nation on the map in order to deal with it?

Yes. Once the game begins, exploring any territory of a country will normally give you the locatio of its capital and open diplomatic channels too. If you start the game only seeing a couple of isolated provinces you will need to trade maps with someone who knows the capital or explore some more yourself.
