The authority source is the story that allows the authority to retain its legitimacy and allow it to order people. It is different from government. For example, you can have a cult where the leader selection is a democracy, a rule by blood, or other systems. The authority source could include:
Constitutional Bill of Rights.
Theocratic divine mandate.
Rule of cool ("Get us into the biggest fight/etc.")
Decentralized cult (a cult with no centralized authority, but people carry out actions on their own in the name of the cult)
Simp streamers rule ("I'll join wars to get broadcasted live even though I may die because death is inevitable anyway but the video will live on.")
I'm not sure how to make them fit more coherently into the game. Many can be made civics. However, I'd say I'd want to add flavors to every one of the empires without wasting a civic slot. There should be something that unite people to fight for.
