Ava's primary culture is Shan, but its provinces are overwhelmingly Burmese. Ava begins with zero provinces with an accepted culture, and has to spend 100 DIP at the start of every game to accept Burmese. Wikipedia states that “Like the small kingdoms that preceded it, Ava was led by Bamarised Shan kings who claimed descent from the kings of Pagan”.
Prior to the new system for accepted cultures, Ava automatically accepted Burmese and there was no need to specify in the history file that Burmese should be accepted. The current situation is almost certainly just an oversight.
