I only have 56k but it is reliable. The key to net gaming is latency and packet integrity. As long as latency is low and integrity high the player does fine. A T-3 player with flakey integrity (and a game that does not recover from bad/lost packets well) will kill a game but a solid 56k with no lost/bad packets and good latency won't. Any link in the net chain can hurt packet integrity and any player at any location on the globe may be good or bad in either catagory, its all realative.
When I play other RTS's with good ping times it works great and is VERY solid.
Europa U. needs a ping indicator in it's join room, like some of the other good RTS games.
I have the means to figure ping times for potential others in a game and suggest 3-4 users when 56k is involved PROVIDED that all ping times are less than 500 ms.
