The BB value thing seems kinda lame. I understand the idea behind (an effort to discourage would-be Napoleons), but it seems like implementing it in a reasonable manner would be very hard to do.
For some countries, taking over other countries is expected. Russia is a good example. Russia annexing Khazan should not have the same negative effect as France annexing Scotland, for example. Are the calculations sophisticated enough to see the difference?
Yes, taking out countries of another religion gives a much lesser increase. There are a lot of different things affecting how much and what causes it to increase.
ie, Annexing complete countries of same religion without having a casus belli is a big no-no.
While taking a province or two from a heathen you have casus belli on is almost accepted.
