Is the BB value a relative thing?
What I mean is, do the negative effect of beeing a 'bad boy' decrease if another country suddenly gets a higher BB value?
 
I did a little tweaking of my current game and gave France and Spain high badboy ratings. Gave France the higher one. As such, they are subject to a few more DoW.
