It is not a bug but a balance issue and as such a personal opinion. I think subs are having too high air defence values.
A sub defence against a naval bomber was to remain hidden. If it was found it was good as dead.
Having too high air defense is especially true for the earlier models ('36 and '38 have 6 and 8 air def).
Also my opinion that carriers should have higher air defence especially the more modern ones ('41+). (well not actually the carrier but their cag brigade)
Of course it is strongly personal. But i don't like it much that a lone '38 sub is harder to kill from the air than properly screened '41cv.
And a completly different gameplay observation: We could definitely use a '41 (or '42) sub model. the gap between '38 and '44 is way too much and don't reflect reality where there was quite an advancement in sub techonologies in the given time period.
