Currently, the Dothraki are in need of a bit of rebalancing. Specifically:
-The unified Dothraki horde is far too stable; even if it is dissolved when the Great Khal dies, the heir generally keeps almost all of his territory and quickly reunifies the Dothraki. I'd suggest making it so when a Khal dies, all of the clans become independent if his heir is inadequate.
-The Dothraki are unified far too frequently; the crowning of a Great Khal should be something that only happens once in ~200 years or so, not an inevitable occurrence within 50 years of game start.
-Non-nomad rulers under a nomad overlord should work using the mod's Mega-War system, rather than giving their overlord all of their levies (which makes the horde ridiculously OP).

Well, more like debalance the Dothraki. As King of Essaria, I waged a pretty brutal anti-nomad war against the Dothraki Sea only to have my victory get crushed due to the fact that not only has the Dothraki empire I fought against survive, but it's the exact same damn, just with a new ruler (With low, and bad stats). I thought the anti-nomad war victory caused the Khallisar to split apart into minor Khals, hence destabilizing and de-threatening the region from a combine Horde.

The Dothraki shouldn't be as stable as the North, for example, where the first son takes power peacefully with good opinions of all his vassal lords. The Dothraki should have at least a succession war over who gains the majority of lands. (Like all the major Khals gets a claim on the former empire). Khal Pono didn't say to the other Khals, "Hey, I know Drogo is dead, so I'll take his mantle now. Thanks guys." He took the majority of his warriors and fought for a chunk of the Sea.

Nomads are hardcoded. Not sure they can do much. I think the succession takes the heir prestige and martial into account. I think after succession there should be a loss of manpower or a de-buff of some kind.
 
Before their realms split up right? Now it seems to be a normal thing that someone unites it all and then steamrolls Essos. Repeatedly. In all my current games.

This is supposed to usually happen, depending on the quality of the heir. Do you have any saves where there is a unified horde and you think the heir shouldnt be able to retain power? That way I can test it out.

That is a fair point, the vanilla nomad mechanics as they are have a fairly large snowball effect when a competent ruler gets going, something which I've tried to get factions to counteract. Will look into this, again any saves you have where an averagely skilled Khal has united the dothraki would be helpful.

That could work, will test that out.

Sounds like a bug, could you upload a save from that please?
