Is there some trick to getting balkan countries to join the axis in CORE? I can't seem to do it. I have +200 relations with Hungary, France defeated, Vichy event fired, they are paternal autocrat, still 0% chance. I got Spain and Japan to join and even Argentina has a decent 10-15% chance (haven't managed to get them yet though), but Hungary Romania and Bulgaria are all at 0%. Didn't have any problems with it in vanilla.
I was beginning to think I'd made some wrong picks for ministers and sliders, since I was noticing the same issue. I guess there really is something wrong that isn't my fault.

They can, but it's all politics-related. Hungary can join as early as 1938, should they go for the (ahistorical) option of an alliance in return of Slovakia. Alternatively either the actions of the Axis in the Balkan or against Russia should/could trigger it.
This should actually happen easier than vanilla for HUN. Once the event for taking land from ROM and giving it to HUN fires getting HUN into the Axis should be pretty easy. Before tha it depens on what Hagar mentioned.
I've found in most games (in v. 0.25, haven't got that far in .30 yet) that as soon as I DoW Yugoslavia the rest of the Balkan countries hop on the bandwagon.

That didn't happen to me in my current 0.3 game. I just finished annexing Yugoslavia (on 1 Jan 40) and the rest of the Balkans is very quiet. Romania was guaranteeing Yugoslav independence, but they did nothing. Romania was also guaranteeing Greek independence, and the moment I annexed Yugoslavia that guarantee seems to have vanished into thin air, because it no longer shows on the diplomacy screen. (One less thing to worry about.)
I don't know how much of an effect having selected the "We want it all" option for ending Czechoslovakia has had on Balkan relations. I do know that Hungary is about half the size I'm used to it being in Vanilla, since it didn't get the chunks of Slovakia it typically did. OTOH, having those Slovak provinces made my conquest of Poland much more rapid, since I didn't have to go as far to get to Lvov.
