Description​

The new Bantu heritage and East Bantu culture have no innovations at game start. This is because they don't have a file defined for them in history/cultures which gives them starting innovations.

Steps to reproduce​

1. Load into game
2. Look up the East Bantu culture (I did it through a custom character, but any method should work)
3. Look at the innovations tab in the culture screen
4. East Bantu has no innovations
