Barbershop is available for other character's wife

Description​

In 1.9.0.3, it was possible to apply barbershop to other people's children, which has been fixed now. However, in 1.11.4, I found that it was still possible to apply it to other's wife.

Steps to reproduce​

Create a game and try to apply barbershop to the wife of any other character who has nothing to do with you.

I thought this was partially fixed already, but I found I was wrong.
Children and siblings of other rulers can still be edited in barbershop.
The old bug is still alive, so this thread is unnecessary.
I hope Devs fix it soon.
