Game Crash on Startup

Please explain your issue is in as much detail as possible.
Upon starting the game, an Oops Crash Log appears before any loading occurs. There is a delay of several seconds between starting the game and it crashing. Have reinstalled and verified files numerous times to no effect.

Steps to reproduce the issue
Starting the game from either Steam or desktop.
