I have arrived at artru and I cannot load the contacts list, the wheel keeps turning and turning, I just get the "connecting to merch.net..." Build ID4425238

Steps to reproduce the issue
Travel to Artru in Campaign mode after having the access to Artru activated. Do not activate the mission Graverobbers when outside artru, just arrive at artru manually through star map, then attempt to open the contracts screen.

Attach DxDiag (PC), System Info log (Mac), or run sudo lshw -html > specs.html and uploaded specs.html (Linux)

Artru is in Directorate space at that point of the campaign, and as such cannot generate contracts beyond the priority mission. If you went to a different Directorate held planet you would either get the same issue, or the contracts button would not be enabled most likely.

I cannot access the priority mission while on planet. The only way i could get around this bug is to travel away from the planet, activate the mission and then choose "proceed" on planet arrival.

Steps to reproduce the issue
Travel to Artru in Campaign mode after having the access to Artru activated. Do not activate the mission Graverobbers when outside artru, just arrive at artru manually through star map, then attempt to open the contracts screen.
You didn't activate the Graverobbers mission and on arrival attempted to open the contracts menu on Atru, which is not supposed to be possible in Directorate space and causes the infinite contract spinning load. I also know there was at least at one point a chance that the button to activate a priority mission at the main screen sometimes doesn't appear until you advance a day or two of the timeline, but this doesn't appear to be the issue give your steps to reproduce. Sooo...what did I miss?
