Please explain your issue is in as much detail as possible.
In version 1.9 I start the game and the normal "cinematics" that you press ESC to skip no longer play. The main menu loads partially with a black screen. When you hit one of the buttons the animated background will pop in. The menu screen shows that all the DLC are "available" rather than installed. As soon as I try to load a game it tells me that I have no saved games. When I escape from that screen back to the main menu my heraldry icon in the top right turns to solid white. If I try to do anything from the player menu in the top right, the game freezes.
Reverting the game to 1.8.1 "beta" resolves this problem.
I have verified files in Steam, completely removed and re-installed, and tried removing the DLC and none of these steps resolved the problem.
Looking at the output_log.txt I'm wondering if the problem is that I refuse to use the new Steam UI...

I have verified that updating from the last "old UI" steam client from October 2019 to the most recent steam version resolves this problem.
This is disappointing. I hate the new UI. If there is anything you can do to make the 1.9 game work with the October 2019 client, I'd be a happy man.
