Enemy unit will not fire weapons for infinite game phases

Please explain your issue is in as much detail as possible.
During mission a second wave enemy that was the lone surviving opposition (enemy dropped after all of the primary targets were eliminated) would only move, never sprinting, firing a weapon or engaging in melee combat despite being within weapon range, melee range, having zero heat, having clear line of sight and being fully functional. The unit would ONLY perform move actions.

Unknown - this is probably an error in the finite state machine logic.

Attach DxDiag (PC), System Info log (Mac), or run sudo lshw -html > specs.html and uploaded specs.html (Linux)

Apologies when submitting the report I received no confirmation that my files had uploaded so you have duplicate output logs, they're all identical. Attempts to delete them by editing my post were denied as the forum flagged the effort as spam. I uploaded what I believe to be a save game I made during the mission (the save files don't get named anything recognizable so hopefully I got the right one). In this save the enemy mech will not do anything other than pace back and forth, I was able to just stand in one spot and shoot it repeatedly until death with no retaliation.
