One line summary of your issue
No Gameplay Modes Will Get Past Loading Screen + Settings Menu Broken

What platform are you running the game on?

Steam

What operating system do you use?
Windows 10
Which version of the game are you running?
1.8.1-64OR
What DLC do you have installed?

None

Please explain your issue is in as much detail as possible.
After launching Career Mode, or Selecting Standard/Custom for Campaign Mode, the game gets stuck infinitely in the loading screen. Tips will still cycle, but nothing beyond that happens. Additionally, Skirmish Mode appears to get stuck in an endless loading loop when any option on that screen is selected.

Two other issues that I've noticed as well, when trying to set up the game; in the settings menu, no text appears in the Date Format and Language dropdown boxes, and the game will not allow me to return to the main menu from within the settings menu.
Have you tried verifying your files?
Yes

Steps to reproduce the issue
Start the game, wait until the Main Menu Loads

Select Campaign
Select New
Select Standard or Custom Campaign
Select Start Game
Endless loading screen ensues

OR

Select Career
Select New
Endless loading screen ensues

OR

Select Skirmish
Select Single Player
Select any item from the dropdown menu
Endless loading screen ensues (not the black one with the tooltips, just the "Refreshing" box with the circle)

OR

Select the Settings wheel in the lower left corner of the main menu
Attempt to exit back to the main menu
Become stuck in the Settings menu

I am having the exact same problem. My game is completely broken. I have reinstalled cleanly following Edmon's method and did not have any mods installed. Steam, all dlc, no saves.

Unity cannot cope with certain characters in folder names, in your case the apostrophe:

Uploading Crash Report

You need to rename that folder not to have the ' , or install the game into another Steam library elsewhere with a more standard folder name.

All the best!

Your issue is completely different in fact; in future please make your own separate thread, thanks.

The game thinks Steam is not running:
Steam [ERROR] [Steamworks.NET] SteamAPI_Init() failed. Refer to Valve's documentation or the comment above this line for more information.
Are you running it from the PLAY button in Steam? Or from elsewhere such as a desktop shortcut?

If you are running it from Steam, we may need to get you to do a clean reinstall of Steam and game.

Update: tried following Edmon's video's directions as well as a

It worked! That's some weird stuff, but who am I to question Unity?

Thanks a ton for your help, happy holidays!

Thank you. Forcing steam into offline mode and then forcing it back online fixed the issue, despite the fact that steam appeared to be online and I reinstalled the game twice.
I do however want to point out that the symptoms were identical to seventhTense, right down to the infinite loading but with tutorial messages, missing text in the date and language boxes and the settings keeping me from backing out. At the time my issue looked to be identical to his.

I realise that, it's kinda my point! Same symptoms do not mean same root causes; IME "the same exact problem" almost never is.

And when it turns out like that, as it has here, we end up with a confusing thread of two intertwined unrelated conversations, which gets hard for me to follow - and I suspect for any internet searchers to follow too!

Basically there's no reason not to use your own thread by default; the only time it makes sense to have multiple reports in one thread is when a widespread issue has been confirmed and we need input for many affected users, eg:

Not a big deal, just expressing a preference!
