Why would you give an one-county a high lordship?
 
I believe that it was explained as such: the Mormonts are a prestigious, respected family in the north to be refered to above their station, but their holdings are far too poor and sparse to justify giving them a full Lord Paramouncy.
 
There are a couple one-county places with no de jure high lordships. I believe whatever that one isolated Iron Island is called is another one. And yes, it causes weirdness with lieges.

While I would somewhat agree with you I take issue with the fact of their importance which I will explain in this post. Also, I do not think they should be a "Lord Paramount", but they should be a de jure High Lord of the "Kingdom of the North" and the "Lord Paramountcy of the North". My issue with their importance is that you said that they are prestigious and well respected etc..., but there holdings are far too poor and sparse to justify a "higher title". In order to counter this argument I bring up the Isle of Skagos. Skagos has a formidable High Lordship which is de jure and according to cannon and their holdings within the game they are not prestigious, honorable, or wealthy... They are damn near wildlings. My apologies to those who like or play Skagosi or Wildling/Free-Folk.... So my point is that if Skagos has a High Lordship then Bear Island deserves one.... Why should a Skagosi have a higher title than a Lord of Bear Island. Also, the one county High Lordship should not be an issue for The Arbor is a High Lordship and one county....

Yeah, but the Arbor is one of the best single counties in the game, and in the cannon the Redwynes are very rich and powerful - to the point of being one of the two or three most important vassals of the Reach. I like the Mormonts as much as the next guy, but Bear Island is not the Arbor.
 
Bornosh (I believe its called.) a North Valyria county ruin is also is a one county de jure duchy.
 
It should have a duchy just for gameplay purposes anyway are my thoughts. How can anyone from Bear Island expand and make themselves lieges of other people if they can't even be Dukes in their own right? Any expansion would require them to take up the mantle of another Duke title and that seems silly. Also with no Duke title can it even de jure drift out of the North? That seems rather silly then.
 
Actually it is, check again. here is a screenshot of both the duchy of Borosh dejure screen and the map showing de jure duchies. I am also pretty sure it is impossible gameplay wise for a duchy to be apart of two de jure kingdoms at the same time.

I never said that it was a part of de jure Meereen, I said that it was owned by Meereen. But that's irrelevant anyway, since the devs must've changed it without me noticing; the Demon Road used to be de jure Bhorash and not de jure Meereen. So you're right.
