Description​

Hi, somewhere in the recent patches the decision for tribals in the Great Steppe to become nomadic disappeared. I remember taking a decision to become nomadic when RoK released, but playing recently the decision is totally gone.

Steps to reproduce​

1. Pick any of the tribal governments in the Great Steppe
2. Notice they don't have the decision to become nomadic.
