Becoming Russia

What countries in the EEP GC can eventually become Russia? And when these countries become Russia, do they keep whatever state culture they had before along with Russian?

On a similar note, can Kazan become Russia? (I really doubt they could, but a Muslim/Russian/Mongol Russia would be great to play as, if completely historically untenable.) Is there some kind of mod where you can do this, or should I flex my inadequate modding muscles?

True - that would be an interesting suggestion for the fantasy campaign ... it WOULD take a LOT of new events, but that really would be an interesting what-if scenario
