As the Duke of Lower Lorraine, I got an "at odds" Event with Germany... said WTF and rebelled. The king spanked my shiny butt.
He now controls all my provinces, and he has a claim on all my titles, but when I sue for peace, I'm not allowed the option (with -2k warscore) to recognize his claim to any of my titles, including ones that he currently "controls" anyways. This behavior survives save/restore. I've had Peace of God fire twice, but either he didn't agree or it isn't working, cuz he still has his flags on my counties and I can't build or raise my regiments.
Presumably he's got the same problem in that he can't demand the titles, cuz he hasn't offered any kind of peace in *years* (just leaves his regiments hanging around looking for something to do), but when I save and load as King of Germany instead of Duke of LOLO, everything fixes itself and the AI Duke of LOLO offers me (as king of Germany) all his titles within a week.
I was tempted to let my vassals re-recruit and try to stage a comeback, but the d'Ardennes line being sickly and daughter-heavy (has been for 4 out of 5 games!), and my original lord having died in the war with germany, I'm led by an ill 14 year old boy... who usually dies before anything can be done. Would be interesting to see if I could cause Germany to splinter completely because of the AI hanging onto all his regiments for no useful purpose cuz he can't broker peace with me.
EDIT: Being needy and selfish, and not seeing any action (not even, "Wow, that's odd"), I thought I'd add that it might have been a repeat of this bug that caused GERM to hang on to my troops for so long in my "Chaos" game, where Germany splintered IMO rather early in the game... and I only contributed a little! In entirely AI hands, it absolutely has the possibility of causing a major kingdom to fracture helplessly.
