Betrothed characters don't get married (maybe it's grand wedding issue)

Description​

I made a betrothal between the son of my ruler and an underage daughter of another ruler. Time passed and she became an adult (now she is 19 y. o.). But nevertheless marriage didn't occur.

Steps to reproduce​

I have a guess that the problem is grand wedding. When my ruler was proposing a betrothal between his son and another ruler's daughter, he promised to have a grand wedding, but he died some time later (before the bride came of age). After that, his son became the ruler, but he did not make any promises, so he cannot start a grand wedding, therefor, cannot marry. And I cannot break the betrothal because of severe penalties (including house feud).

Multiple couples never gets married after update. I can break the betrothal and marry the same couple directly after and it works.
