There should be more factors which determine land value in CS2. For example, beach/river/lake front properties could be premium land value, with land value decreasing as you get further from the coast. Mountains and hills, or valleys or anywhere else with nice natural beauty has a higher land value. Be sure to place factories, or non-tourism based businesses in low value areas (factories don't need ocean views, so don't waste them on factories), whilst tourism based businesses should be placed in higher value areas. Places down wind from industrial areas are effected by air pollution and noise pollution so have lower land values.

Contradictorily, industrial areas could have their own factors determining their own value, such as flatness or proximity to supply chains and areas suitable for ports (ports should be located in different places to beaches).

Having said all that, however, all of these factors might overcomplicate the game's mechanics, and if that's likely to happen (which it is), please disregard this post, (as I would rather have a simple game with a myriad of features than a needlessly complex game which limits features)

However, I do like the idea overall. Simcity 2000 already had downwind smoke plumes from coal plants and some industries generate pollution and unhappiness, and I don't think anyone would claim that game was overcomplicated or hard to grasp.

As long as the various factors follow common sense and well-known real-life facts (i.e. insane land value near ski resorts), it should be very intuitive even if the underlying maths are not.
