So campus life DLC should allow you to have enough visiting scholars that you justify building the main 3 campuses, as well as scattering other universities from the main school tab around town.
Also, please improve school buses so that they either operate only to take children to and from school, and/or to allow the general public to use them but optimised for school children (maybe each city can decide for itself whether or not the general public can use school buses), but for the majority of passengers to expect to use it to go to school
