I have installed 'Europa Universalis' + 1.07c patch on my Thunderbird 800 Mhz + Inno3D Tornado Geforce2 MX computer. But then I start the game the whole picture goes dark, with very distorted & hardly visible game-startup screens.

I have had this problem before then I tried to install the latest driver for my Tornado graphics-card, and the problem dont go away unless i switch to 32-bit 768x1024 screen resolution.

Is there a way to change the ingame screen-resolution and color-depth in 'Europa Universalis' to above choice?
 
Short answer: No.

The game is set at 800x600, which is common with a lot of games. I am not familiar with your video card - is it a 2D/3D card, or wholly 3D? I had a strictly 3D card once that refused to work with programs that didn't run in a window.

In Controlpanel > Display > Settings > Advanced properties > Card, I changed the 'Update frequency' to the option 'graphic-card standard value' (I dont know exactly what it says - I use swedish version of Win-ME).

Anyway, that worked! I can know play the game :)
