Black taxi doesn't spawn on snowfall map

Expected Result​

In snowfall maps, black taxi expected to spawn randomly with yellow taxis.

Actual Result​

Black taxi doesn't spawn, and I can't select black taxi on taxi depot neither.

Steps to reproduce​

Make a snowfall map and make taxi depot spawn, and see how taxi spawn from there.

We have a fix for this issue but unfortunately, it did not make it into 1.17.0. It should however be available in the next patch.
