The event in question is

The incorporation of Prussia into Brandenburg
id = flavor_brapru.1
in the flavorBRAPRU.txt , of course

this event gives Brandenburg a historical PU over Prussia if both exist, and Prussia either has 100 opinion of Brandenburg, or if it is a vassal of Brandenburg.

However, no-one in their right mind would prefer the PU, which takes 50 years before you can integrate it, over a stable vassal. If given the option to reject the PU, players would do so 99% of the time. You even be integrating Prussia when the event occurs, and you'll lose your invested DIP points. The event is strictly negative in most cases, although it should represent the first step to a strong Prussian nation.

Therefore, I suggest that the line vassal_of = BRA be commented out or removed.

Or at least give the player an option to leave things as they are.
 
Quite right. This event should no longer trigger if they are already a vassal.
