Rome attacked me in Syracusae from Ager Bruttus (toe of the boot) across a strait. As the attacker Rome got a -2 strait penalty and a -1 mountain penalty. This is all good.

After winning the battle I used my navy to block the escape of the Roman army back to Ager Bruttus. Another battle ensued, but this time i am the attacker and I have a -2 strait penalty and a -1 mountain penalty.
I think it is crazy that the army that has been in Syracusae should have these penalties. Minus 2 for attacking across a strait, when the army never crossed the strait!

Maybe these numbers represent that your enemies are now making their last stand, so they fight desperately.

Of course, it is far more possible that it is a bug. Personally, i never lost a battle against a retreating army who gets blocked by my navy...
