Bombing Moscow to near zero infra resulted in 10% ESE for all troops everywhere in the world. Maybe the ESE calculation should be based on the capital province base infrastructure , not on the modified (and possibly damaged) infra values.

Some countries are in need of events to move their capital if it's surrounded but not captured. Friendly unit are cut-off from supplies or need to find a new ESE base (usually next capital of friendly country or puppet state, resulting in a way lower effective ESE).

Better than that, add a check to the ESE calculation algorythm so that if supply from capital does not allow for an ESE better than a set value, the units starts searching for another supply source(i.e. as if it was effectively cut off from the capital)
