While being only hostile with another nation you can bombard it's capitals and towns in range.
Such bombardment is an outright act of war. And it does not take place in neutral territory.

Steps to reproduce​

Load the attached save and go to the next turn. Observe my capital 'Lama DIN' during the German turn.
