Summary​

Border-expansion buildings don't expand borders when built despite tool-tip

Expected Result​

The Dolmen is the first in a line of buildings that claim to expand your borders when built, but it does not.

Actual Result​

There is no immediate expansion of the border after the building is finished. See example images from before and after construction and note the tool-tip.

Build a Dolmen and note the state of the border after building.

The tooltip could be clearer. The one-time border expansion should instead say something like one-time influence boost. That is, it might provide enough influence to expand the borders, or it might not. But it's not guaranteed to expand to other tiles unless the influence cost is ticked over.

However, if you look at the influence in tiles surrounding your territory, you should see a jump in "invested" influence between before and after the Dolmen is built.
 
CaesarVincens is correct, and I suspect that is the explanation for your situation. That said, it's still valuable feedback that you thought it was a bug when that happened, so thanks for that.
