I have dual monitors and I'm trying to set the game to be in borderless window mode such that I would be able to play the game on one screen while browsing (etc.) on the other screen. My OS is Linux Mint. I have no problems with the borderless window mode in CK2 or EUIV. However, with Stellaris, when the display mode is set to "Borderless Window (Fullscreen)" (and I have restarted the game after making this change), the game still acts like it's in "Fullscreen" mode (one of the other options). When I try to click on another window (e.g. Firefox) on the other screen, Stellaris is minimized.

The game stays non-minimized while using other windows if I use the "Windowed" mode, but then there's the ugly window borders around the game and the bottom of the game screen is slightly cut-out.
 
Have you tried changing it in the launcher (you know, the small window you get where you hit play)? That's how I set it up and no problem, although I am using Win7 so that might have something to do with it. But hey, it might help you.
 
I tried that now, too, but the results are the same. I have a suspicion that when you change it in the launcher, it edits the settings file before launching the game, and I already tried manually editing the settings file, so I didn't expect it to work in the first place.

I have a suspicion that it's a problem in linux. I have Win10 as my second OS in the same computer, so I'll try to see if the same problem occurs there.
 
I tried the nolauncher option (in steam, under stellaris - properties, I added -nolauncher to SET LAUNCH OPTIONS, let me know if there's another way), and the game indeed launched directly to the main menu, skipping the launcher, but the problem persists.

Might be the Linux Mint tbh, it's not a supported OS I'm afraid :/ But if anyone can help solve the issue it would be great to know how.
 
I have this problem to (Windows 10). I can't change to windowed mode, it is always fullscreen mode, even if I change the settings.

I'm runing WIndows 10 and have no issues running in Windowed mode. Are you sure you're setting it properly in the settings in the launcher?

Also try running Steam and stellaris.exe as an admin
