It gets through 44% of the installation and then says it can't find France_Rhone_Alpes.csv then the installation dies.

It is a problem with the language settings of you computer not liking the "ô" in "Rhône"
Add English (UK) as a language for Windows in Control panel->Regional and Language Settings.

You would probably have got a quicker response if you had posted in "Tech Support" and not "Bug Reporting"
