What I find really sad is that HOI2 doesn't cover all the events in the British Mandate of Palestine, which were numerous. Here are some thoughts:

Arab revolt (1936):
* at the beginning of the game (1st January 1936) there should be an event without an immediate effect remembering the UK player of the death of Shaykh Izz ad-Din al-Qassam, which is likely to cause the Arab population of the British Mandate to revolt.
* on April 1936 a revolt should start in the entire of the Mandate, by which the Brits should not lose provinces but revolt risks should increase immensely (30% or more) in the Palestinian part and at least 20% in the Transjordan area.
* Revolt risks should increase over the months
* on 11 November 1936 the British should be able to decide between "fighting the revolt" (which probably wont help) or, historically, investigate the revolt. Which would lead to a commission led by William Wellesley Peel (the "Peel Commission") entering Palestine. On 18 january 1937 the commission returns to England, with no immediate effect. The revolt risk should continue to be very high, revolts should really take place, a large enough revolt should start in Jerusalem, with about 4 partisan divisions. On july 7 1937 the Peel Commission advises the government to split the country between an Arab & Jewish state. The AI should, historically, reject this proposal, whatever it chooses revolt risks will remain high or increase.

Asking the Jewish population for help:
During the revolt the UK should get the option to either: ask the Jewish population for help (historically), ignore the problem (leading to only more revolts) or give full support to the Arabs (which really shouldn't happen, because then the entire game gets boring I think).

If the UK decides to cooperate with the Jewish local population, I have the idea for the following events:

*(june 1936)The possibility to create the Special Night Squads (historically led by Major General Orde Charles Wingat), which is too little to be a division, considering its purpose it would be most realistic to make it a police attachment (because the whole purpose of the SNS was to crush revolts).

* (june 1936) An event should take place which starts the training of the Jewish Auxiliary Police and later an event which activates the Jewish Auxiliary Police (realistically, with an police attachment) at the cost of some supplies. It was historically as big as a division and it was used to crush the Arab revolt.

* (spring 1936) An event should take place which gives the player the possibility to train (at the cost of supplies & manpower) and later activate the Jewish Settlement Police (division size).

* the FOSH were 1500 troops, Haganah-aligned, and actively cooperated with the British to crush the Arab revolt. But with 1500 members, I am not sure whether an event should create a division or should just reduce revolt risk. Their training started in 1937, by march 1838 they were at full strength.

* (march 1939) the HISH, at corps strength, were Jewish soldiers fighting for Britain in the Mandate, they were formed after the FOSH was disbanded. They should be integrated in the game as well, perhaps.

End of the revolt:
By march 1939 the revolt risks in the entire Mandate should decrease a little, but certainly not to 0%,

Jewish pressure groups:

Haganah:
*Haganah actively supports Britain in the 1936-1939 revolt. After then the relationship is more tensed but not worth events.
*When world war 2 breaks out and Italy joins in, the Palmach (military branch Haganah) should be formed, perhaps when Italy conquers some Egyptian provinces. Historically it was created somewhere around may 1941, if I'm correct. If the UK decides to create the Palmach (which I believe the AI always should), then it would lose some supplies & manpower, on the other hand the revolt risk in some of the provinces of the British Mandate should decrease. The Palmach should be a division-sized unit activated somewhere in the mandate.
*When the Italians are beaten in Africa (or at least most of their provinces) the UK gets the possibility to disband the Palmach. The AI should mostly choose this option. This will mean manpower and supplies increases. But, historically, the Palmach went underground and would prove a major problem after 1945 (attacks on the infrastructure should be integrated in the game).

Irgun: (1936-1940)
During the Arab revolt, the Irgun attempts to crush the Arab revolters. Its existence should be noted, but not with immediate effects. After 1939 (triggered by the white paper of 1939), however, Irgun turns against the British and this should be showed ingame by several attacks on the infrastructure and an increase in the revolt risk and perhaps a slight increase in dissent once. When Germany attacks Poland, the Irgun ceases it attacks on the British (and the revolt risk in some provinces should decrease). In fact, during the first year of the war the Irgun helps the British in intelligence affairs. There were also Irgun members involved in the Warshaw Uprising.

Lehi (july 17 1940):
Several Irgun members split of in 1940 because they did want to continue fighting the British. After july 17 1940, Lehi is established, and attacks on the infrastructure and manpower should continue, along with increasing revolt risks in the western provinces of the Mandate. In fact, historically, Lehi proposed a pact with the Nazis that they would ensure Jewish immigration to Israel, and that they would help them fight the British. There were serious talks between Lehi & German commanders, but Berlin never took it serious.

Irgun (feb 1 1944):
After february 1944 the Irgun re-activates its struggle against the British, attacks on the infrastructure continue every month, revolt risk should increase, dissent should perhaps increase by 1% when this events happens.

Jewish Infantry Brigade Group (1944-1946):
In 1944 the British agreed to the creation of the Jewish Infantry Brigade Group, this should either be integrated in the game as the activation of a division, or as an increase in manpower.

***Of course, all these events would not occur when either Britain is not at war, or the British Mandate is already occupied, in that case alternative events should be present, but i have no idea what kind of events***

The Arab-Nazi connection:

Arab revolt:
Italy offered aid during the 1936-1939 Arab revolt, and by event should be able to do this in-game as well (at the price of relationships with Britain). Historically Germany delivered a little bit of aid to the Arabs once, but perhaps we could make an event which would allow Germany to give more aid?

Arrival in Germany of Mohammad Amin al-Husayni:
The Grand Mufti of Jerusalem met with Hitler personally, and agreed to help him to recruit Muslims for the Nazi cause. Several events should cover this, increasing manpower for Germany and causing an increase in revolt risk in the allied-controllled Arab world.

Palestine:
I believe when the Axis capture the British Mandate an all-Arab Palestinian state led by the Grand Mufti should be created as a German or perhaps Italian puppet. In such a state attacks by Haganah, Irgun & Lehi would be overwhelming and Palestine would have serious issues to be governed.

Israel:
I'm out of time, but shouldn't there be several events which create Israel? There are so many exciting events which would involve many countries. If the allies win the war, Israel should be established in or before may 1948.

:pro-Soviet Palestine:
Another possibility, perhaps?
