I think that's typical AI behavior. It simply can't deal with overseas territory very well.
Yeah, but the AI should at least have a chance. Maybe Brittany needs her starting army divided and put nicely to Bristol.

Eire, Byzanzm, Savoy and Finnland are equipped with AIs already, so we plan this, too.
I'm wondering if we could add region = { America } to Brittany's colonial preferences in the AI files. Looking at her events, it would seem that she should be interested in colonizing there, but is not currently programmed to do so.
