Broken tooltip for Sunset Colonies in the Subjects tab

Description​

When a Sunset Colony gets 10 provinces, it gives you extra bonuses (1 extra merchant among other things). However, when looking at the tooltip for a SC (Sunset Colony) with less than 10 provinces you are not able to see that you will get such an effect when fulfilling that requirement. The tooltips for normal colonies do give this information.

I give a visual explanation in a reply below.

Steps to reproduce​

1. Get a Sunset Colony.
2. Check the tooltip for that SC; you can't see that you will get extra bonuses upon that SC reaching 10 provinces.
3. Get the SC to own at least 10 provinces.
4. Observe that the tooltip has changed and shows that you get new bonuses, but not why.

The first cropped screenshot is the tooltip for a SC with less than 10 provinces. A player will not be able to know that they will get extra effects once the SC reaches 10 provinces. The second one shows the bonuses, such as the extra merchant, for a SC with at least 10 provinces. It does not, however, tell you why you have these bonuses that you didn't have before. And the third one is for comparison, that shows the tooltip for a normal Crown Colony which does tell the player that these bonuses are applied when it has at least 10 provinces.
