Broken USSR Combat AI?

Ok I'm in 1944 and the USSR has been at war with Finland since the winter war event started like 5 years ago. The USSR outnumbers the Fins on the border but refuses to attack. Is this WAD or a bug?

You need to compress into a rar file or something similar.

i noticed a similar "buggy" ussr in the early stages of the "Gathering Storm" '38 scenario too (posted observation in this forum). my main issue was that they broke the Molotov-Ribbentrop Pact for seemingly no good reason but, come to think of it, several months into the Winter War there had been no offensives by either side... and they had not occupied Baltic states.
