Ok, So there is UI that show that wall will be builded.

UI show that wall will be builded when you drag mouse near the existing building, but when you release mouse wall did not builds if another building neat selected region.
 
Also this lead to problens when building many rooms as once.

You build one room as building (5*5 will leat do usable space 3*3), then you bult right after another one for another room (4*5 because one wall is planned at first step), but at this step one buildig will be build with room 7*3).

If you add onto a foundation before building is complete it just adds to it. After you release the mouse button look at it, it doesn't designate a wall, just an extension. This isn't a bug and is a good thing. Use the planning tool to outline what you envision doing, place foundation(s) and then build the walls necessary within. I'd be pissed if I built a complex foundation (IE: not just a square) and it junked a bunch of walls in it. It's counter intuitive to do so.
 
I've done the same thing the same way and have gotten three outcomes:
Sometimes, when I bring the new foundation right up against (but not over) an existing wall, the existing wall will be destroyed and a new one not built, making for some interesting incidents, such as cells being wide open.
Sometimes, the new foundation will plant a wall directly beside the existing wall. Though rare, it is fairly comical. Even worse, is they can still tunnel under the double wall with ease.
Finally, yes, on occasion, the new foundation will use the existing wall as it's wall, and I've added a nice, big room next to an existing structure.
