[Bug] Call of Suzurain not applying the next turn

As per the title, the spell Call of Suzurain doesn't seem to kick in every time you cast it.

what happened in my game:
- I got a donkey knight hero the turn Call of Suzurain was ready for casting.
- Hired Donkey knight hero, and casted Call of Suzurain.
- Next turn, didn't get any hero for hire.

I casted it again several turns later, and then had two heroes for hire that turn.

Casted it a 3rd time a few turns later, and again, no hero available.

Sometimes it works, somtimes not. I cant see any coherence.

I just cast it twice and got no lord either time. In another game, I cast it and got offered two lords at the same time.
