Effects from Archmage perk and casting speed spells don't summirize/multiply. Is it a bug?
For example I choose perk Archmage and start new game. I check the casting time for spells with default casting time of 1 (for example defence from melee). This spells have a casting time of 0.8 with a perk (everything is fine). Than I make a spell Experienced Mind (-30%). Logically casting time must be 0.8*0.7=0.56. But when I check it I see 0.7 (-30% from the last perk).
After using of Agile Mind (-50%) time for these spells is 0.5 (-50%). So all these spells and perk don't summarize or multiply. You can use the last one (Mind of the Ancients) and your casting speed will be maxed.
It's a pity, cause Archmage perk is nearly unusable that way.

and btw with +20% +30% +100% you can cast 2.5 spells per turn.
that means the cast time is 0.4 as you can cast the spell 5 times in 2 turns. At least in my warlock, the casttime actually IS 0.4 aswell.
 
It works - it's just a small bonus, so it's not always visible. Also, Ionan has it right - it adds casting ability rather than cutting casting time. Otherwise Agile Mind, with it's +100% casting speed bonus, would mean you could cast as many spells as you wanted each turn, until mana ran out.

Look at it this way: you start with a hidden stat of, say, 10 casting points per turn.

Archmage adds 2 casting points.
Experienced Mind adds 3 casting points.
Agile Mind adds 10 casting points.
Mind of the Ancients adds 15 casting points.

If you have all four, you wind up with 40 casting points per turn. This matches up with what happens in-game, where spells that normally take 4 turns (like Create Greater Artifact) can be cast in a single turn if you have all four abilities going.
