[Bug] CCTV Monitor doesn't cycle between CCTVs when more than 8 are connected

All DLCs are installed.

When 9+ CCTV monitors are connected to a monitor, the monitor never cycles to the last connected CCTVs. Tried it on a new save with Bureaucracy unlocked and still had same result.
