When you start a new prison with a 0$ starting grant or by selling an old one int the estimation of the prison you have a -20,000$ named starting grant.
After testing a little bit, you always have 20,000$ more in starting grant that you really have taken at the start of your game.

This is because of starting materials, they're deducting the cost of recruiting the workers hiring fee + starting materials like concrete that come on those first arriving trucks.
