Possible Bug: Have we sacrificed too much

Has anyone else noticed that the Have we sacrificed too much events for the US and CSA don't seem to work properly.

I have had the following happen in two straight games, and then I just mod'd the event.

The CSA will have the Have we sacrificed too much event, which will prompt the Fight On and Texas leaves the CSA events. Then, almost immediately, the USA will have that same event, causing them to accept the CSA's terms?!

I think the trigger for the US event is broken in some way. It seems to trigger when they are winning the war, but I can't see the bug.

Its possible that what is happening is that War Exhaustion (which now shoots up ridiculously fast) is causing both events to trigger. I'm not sure if that's working as intended.

I'm guessing without a save immediately prior to the first event but the Confederate event cedes four key states (Missouri, North Carolina, Virginia and Kentucky) if 30% of the CSA is occupied by USA. But if the 30% that triggers the event is outside these four states then control will be quickly won back by CSA of these "new" USA states and may trigger the USA version of events (which results in a peace deal and independence for all and sundry).

Easiest solution would be a NOT trigger followed by the respective events for USA or CSA "Have we suffered too much?". I'll check with Doomie / Greven that they didn't want this Balkanisation of the Americas to be the end result.
