bug in HSR1.02?

HSR1.02 Germany normal difficulty

It's now 1937 august.When I move my mouse on the coal and rubber. It shows that the conversion ratio(coal to oil, oil to rubber) is 1.00, Is it a bug or something?
 
no, it is entirely on purpose. stony road's 4 difficulties are very different, so when it says "easy" it not like standard HOI's difficulty differences. easy is what it means. you can check the tech tree, there you should see the different difficulty "techs" check them.

Well this is true for HSR not for SRP for now.
