Hello.

I purchased the PS4 digital version of Cities Skylines and all season passes and all leftover content not available from the season passes - basically everything available up to march 2022 (when Airports was the latest DLC). If it matters - I might have purchased a "special" edition like mayor's / ultimate edition etc but I'm not sure. Everything worked fine.

Fast forward a year after not playing Cities for awhile. Also -- since then my PS4 had a major malfunction and I pretty much needed to buy a new one. I re-downloaded Cities and was going to buy the latest DLC before noticing there was content I'd definitely bought before showing as available for purchase and being able to add to the cart and check out -- which means the system doesn't recognized it's owned (and makes it hard to know what I need to get all content) and ultimately caused me to hesitate buying any new DLC. Weirdly the PSN system OS also says it's "installed."

I'm fairly knowledgable on Playstation on how to troubleshoot. I have activated the new PS4 as the "Primary" and linked it to my PSN account. I've also "restored licenses". Neither of these steps worked.

Anyway - I figured I'd try to play the game and see what happens. All of the content "seems" to be available as before but I haven't really rebuilt an advanced city yet. There's a few oddities I've noticed. The "installed DLC" boxes on the top right seem to be missing a few from what I had originally. And the in-game store launcher always gives an error message -content can't be loaded at this time- . The PSN store itself doesn't seem to show all the DLC packs as choices to buy/download either.

Below shows an example with Airports but it's also (at least) Campus and Sunset Harbor having the same issue. I don't want to accidentally re-buy content I already own when buying all new content. I also want to make sure there's no issues if I do buy the newest stuff. And that everything I have purchased never gets "lost" or "unowned".

I could be way off (and probably am) but I feel like the game and dlc content has been repackaged somehow which is confusing the PSN store due to my system failure. I say this because some DLC packs have an option to choose a version: either "Add-On Content" or "Add-On" which the former is free and available to download and the latter wants me to pay for it. BUT not all packs have this choice and just wants me to buy it.

I am having the same experience. I have purchased all available DLC for this game on PS4 (and it's all listed as installed) , but most of it is showing up in the store not marked as "Purchased" anymore, when it previously was.

If I had to pinpoint when this started happening, I would wager that it was after the Remastered version for PS5 was released.

For what it's worth, all content is showing up in-game, and appears to be working as intended.
 
First go into your PSN account online. Do you see the passses OR the individual DLCs listed there as you owning them? If so you need to hit DOWNLOAD on each one to install it on your PS4.

If that's not the issue, did you buy your base game on a DVD? If so the most likely problem is it has a different Sony region than the PSN store you bought the passes from. If that's the case you'll need to contact PSN support and swap the passes for ones from the PSN store that matches the Sony region of your DVD.

I purchased the digital "Mayor's" edition for PS4. As previously stated by myself and the OP, all DLC that I purchased is showing as installed on the PS4 system (when viewing "Your Add-Ons). Trying to access the store from the main game menu returns an error screen:

The PSN store (up until the time the DLC started being listed as both PS4 / PS5) had previously been correctly displaying all content as "Purchased". Now, a large majority of the listings are showing a price, and can be added to the cart for purchase (even though they are installed and available in-game as seen below):

Neither rebuilding the database, or using the restore licenses feature resolves this discrepancy. The potential problem that's trying to be avoided is paying for the same thing twice If, and when, I get a PS5.

I guess that message can only point to an issue up on the PSN site. Have you contacted PSN support on this?
