I play wiht Germany and I can't build Basic Infantry and Mountain and Light Tanks atachment. I've try with USA and I can't build infantry again. So is this a bug or a part of a mod?

You have to research ART and AT brigades before you can research the corresponding infantry tech, this was implented to prevent small nations from having up to date infantry.
