Bug - Money transfer treaty doesnt work

Description​

Game already at 1.7.9. However, the money transfer doesnt word properly. When the enemy nation capitulates or agrees to the peace terms, the code "TAX_INCOME_TREATY" appears in the national income, instead of the money influx itself. It's happening to me in every game, every nation I try to play. I'm trying to add the savegame file here, but i'm receiving error messages.

Steps to reproduce​

In this particular run, I was playing as Brazil, and started a play against Bolivia, to make them a Protectorate, conquer and return some states, and adding the money transfer treaty. However, the code "TAX_INCOME_TREATY" appers in the money tab, but the money doenst come into account.
